The Regulation Governing the Handling of Investigation Procedures for Railway Occurrence Article 9

In the event of a major railway occurrence, the public/private operators, the railway bureau, the local government, the local fire department, or the local police department shall provide spaces for the operations of the investigation command post, temporary wreckage storage, as well as communication and office equipment.The TTSB may request the local government and law enforcement to take necessary security and precautionary measures on-site so as to prevent the wreckage of rolling stock, the facility damage, or the hazardous materials on board from endangering the public and to preserve the integrity of the scene.
