The Regulation Governing the Handling of Investigation Procedures for Marine Occurrence Article 23

Where a major marine occurrence involving an ROC-registered ship is subject to an investigation led by a foreign marine accident investigation authority, the relevant authorities (agencies) shall, within ninety (90) days of receipt of the safety recommendations forwarded by the TTSB from such foreign marine accident investigation authority, advise the TTSB of the corrective actions taken or under consideration. Where implementation is impracticable, the reasons therefor shall also be stated.For the purpose of enhancing marine safety, the TTSB may, with reference to the marine accident investigation report issued by the foreign marine accident investigation authority referred to in the preceding paragraph, issue safety recommendations to the relevant government authorities (agencies).
