The Regulation Governing the Handling of Investigation Procedures for Marine Occurrence Article 14
If any of the following situations is likely to occur, the authorities (agencies) responsible for the scene of the occurrence and the TTSB may, in accordance with Article 13 of the Act, permit necessary clearance operations at the scene of a major marine occurrence:1. secondary damage to the wreckage(s).2. occurrence of secondary disasters.3. injury to the general public.4. environmental pollution, or5. disruption of port or waterway operations.

有下列情形之一發生之虞者，事故現場管理機關（構）與運安會得依本法第十三條規定同意對重大水路事故之現場進行必要之清理：
一、殘骸受到二度破壞。
二、發生二次災害。
三、一般民眾受到傷害。
四、環境污染。
五、港區或航道無法運作。
