The total broadcast time stipulated in Paragraph 1, Article 31 of this Act refers to the period between the starting and ending time of each program on the program schedule. The preceding period refers to a period from the onset of broadcasting program title, graphic, audio or text recognized as the start of the program to the moment before the broadcasting of next program title, graphic, audio or text recognized as the start of the following program.Broadcasting/Programming with any one of the following circumstances shall not be included in advertising time:1. The duration of displaying the sponsor information and placement marketing in accordance with Articles 34-2 and 34-3 of this Act.2. A program preview of the television business’s affiliated channel. 3. Government policy information not pertaining to advertisements.

中文原文廣播電視法施行細則第23條

本法第三十一條第一項所稱播送總時間，係指節目表所載每一節目播送起訖時間；節目起迄時間之認定，係自播送節目名稱或其他可資辨識節目開始之畫面、聲音或文字起，至下一節目名稱或其他可資辨識節目開始之畫面、聲音或文字播送前止。
有下列情形之一者，不計入廣告時間：
一、依本法第三十四條之二及第三十四條之三規定揭露贊助者及為置入性行銷之時間。
二、電視事業所屬頻道節目之預告。
三、非屬廣告之政策宣導。
