The usable channels mentioned in Paragraph 3 of Article 42 of this Act shall refer to the planned channels in the operations plan excluding the special channels mentioned in Item 2 of Article 25, and Article 56 of this Act.The programs mentioned in Paragraph 4 of Article 42 of this Act shall refer to the in-house program production of the system operators.
