Cable Radio and Television Act Article 18
Applications of the network established by the founder or system operator through constructions shall be submitted to the right-of-way management agency; through attachment the said applications shall be submitted to relevant telecommunication businesses, electricity enterprises and other agencies.Founders or system operators who wish to construct the network may lease existing underground system. The network constructed or attached by the said party shall be carried out according to relevant regulations.

籌設人或系統經營者自行設置之網路，其屬鋪設者，向路權管理機關申請；其屬附掛者，向電信事業、電業等機構申請。
籌設人或系統經營者鋪設其網路，得承租現有之地下管溝；其鋪設網路及附掛網路應依有關法令規定辦理。
