Regulations for Administration on Satellite Communication Services Article 4
Satellite operations consist of the following two types:1. Fixed satellite communications services.2. Mobile satellite communications services.The fixed satellite communications service operator who install the fixed earth station engage in international and national satellite Very Small Aperture Terminal leased-circuit business, satellite program relay business and other satellite leased-circuit business.The mobile satellite communications service operator who install the earth station engage in international and national mobile satellite phone services, message satellite services, or mobile satellite paging services.

衛星通信業務包括下列二種：
一、衛星固定通信業務。
二、衛星行動通信業務。
衛星固定通信業務經營者設置固定地球電臺，以經營國際、國內衛星小型地球電臺網路出租業務、衛星節目中繼業務或其他衛星電路出租業務。
衛星行動通信業務經營者設置地球電臺、以經營國際、國內衛星行動電話業務、衛星行動數據業務或衛星行動呼叫業務。
一、衛星固定通信業務。
二、衛星行動通信業務。
