Telecommunications Act Article 31
When a Type I telecommunications enterprise engages in the construction of infrastructure for the lines and pipes of its fixed networks, it may request co-location for its lines and pipes with the facilities at the bottleneck of telecommunications networks with the owners of such facilities for a charge.With respect to the request of using the infrastructure described in the preceding paragraph, the party being so requested shall not reject such request without due cause.

第一類電信事業從事其固定通信網路管線基礎設施之建設時，於通信網路瓶頸所在設施，得向瓶頸所在設施之第一類電信事業請求有償共用管線基礎設施。
前項共用管線基礎設施之請求，被請求之業者無正當理由不得拒絕之。
