Regulations Governing Universal Service of Telecommunications Enterprises Article 9
The avoidable costs of the telephone service in uneconomic area shall be calculated in accordance with the formula as stated in Appendix 1.The revenue forgone for the fixed telecommunications service in an uneconomic area shall be the sum of the following listed revenues as collected from the provision of telephone and other related services by the universal service providers in a single local private branch exchange network of the remote area:1. Monthly rental revenue.2. Phone charge revenue.3. Installation and connection revenue.4. Extension charges.5. Internet connection charges.6. Rental revenue from leased circuit or other networking equipment.7. Internet access service revenue.8. Other service revenue.9. Other non-operating revenue.The revenue forgone for a single transmission station providing universal service shall consist of relay transmission circuit revenue and a certain proportion of the following revenues derived from mobile telecommunication services provided by the universal service provider:1. Monthly rental revenue.2. Telecommunication charge revenue.3. SMS revenue.4. Other revenue.The proportionate revenue derived from mobile telecommunication services provided by the aforementioned universal service provider shall be calculated based on the ratio of the average data transmission volume of transmission stations in the village designated in the preceding paragraph to the total data transmission volume of transmission stations nationwide, multiplied by the difference between the universal service provider’s revenue for the current year and the previous year. If the aforementioned revenue difference is negative, the revenue shall be calculated as zero.The district in which the single local private branch exchange network serves crosses remote and non-remote areas, the universal service provider shall, in its calculations of the total net universal service costs of the telephone service in an uneconomic area, include the net universal service cost incurred by the district in which the single local private branch exchange network serves.Appendix 1：Avoidable cost formula for telephone or data communication access service in uneconomic areas.pdf

不經濟地區電話服務之可避免成本，應依附件一之計算公式計算之。
不經濟地區固定通信服務之棄置營收，為普及服務提供者於偏遠地區之市內網路單一交換機房服務區域，提供電話服務及其他相關服務時，所得下列營收：
一、月租費收入。
二、通話費收入。
三、裝置費與接線費收入。
四、接續費收入。
五、網路互連收入。
六、專線或其他網路設備出租收入。
七、網際網路接取服務收入。
八、其他服務收入。
九、營業外收入。
單一基地臺提供普及服務之棄置營收，為單一基地臺中繼電路收入及普及服務提供者提供行動通訊服務所得下列各款一定比例營收：
一、月租費收入。
二、通信費收入。
三、簡訊收入。
四、其他收入。
前項普及服務提供者提供行動通訊服務所得之各款一定比例營收，依單一基地臺所在村里之平均基地臺數據傳輸量所佔全國基地臺總數據傳輸量之比例，乘以普及服務提供者當年度營收與前一年度營收之差額計算之。
前開營收之差額為負數時，營收以零元計算之。
市內網路單一交換機房服務區域跨偏遠地區及非偏遠地區，普及服務提供者計算不經濟地區電話服務之總普及服務淨成本時，得計入該市內網路單一交換機房服務區域所生之普及服務淨成本。
不經濟地區固定通信服務之棄置營收，為普及服務提供者於偏遠地區之市內網路單一交換機房服務區域，提供電話服務及其他相關服務時，所得下列營收：
一、月租費收入。
二、通話費收入。
三、裝置費與接線費收入。
四、接續費收入。
五、網路互連收入。
六、專線或其他網路設備出租收入。
七、網際網路接取服務收入。
八、其他服務收入。
九、營業外收入。
