Regulations Governing Universal Service of Telecommunications Enterprises Article 16
In order to manage the Telecommunications Universal Service Fund related matters, the competent authority shall establish the Telecommunications Universal Service Fund Administrative Committee (hereafter referred as the "committee").The functions of the committee are set forth below:1. Assessment of the annual implementation plans of the universal service.2. Assessment of the subsidy applications of the universal service.3. Assessment of the revenue figures for telecommunication service as reported by the Participating Universal Service Carriers.4. Auditing and calculation of the proportions and amount of contributions to be made by the Participating Universal Service Carriers towards Universal Service Cost.5. Auditing and assessment of the incomes and expenses of the Telecommunications Universal Service Fund.6. Evaluation of the performance of the universal service regime.7. Other matters concerning the telecommunications universal service.

主管機關為管理電信事業普及服務基金之相關事項，設電信事業普及服務基金管理委員會（以下簡稱管理委員會）。
管理委員會職掌如下：
一、普及服務年度實施計畫之審查。
二、普及服務補助申請書之審查。
三、普及服務分攤者所報電信服務營業額之審查。
四、普及服務分攤者應分攤普及服務費用之比例及金額之核算。
五、電信事業普及服務基金收支情況之查核。
六、普及服務運作成效之評估。
七、其他有關電信普及服務之事項。
管理委員會職掌如下：
