Regulations Governing Application and Assignment of Radio Frequency for Telecommunications Enterprises Article 19
The competent authority may specify the obligations to be borne by the user and the performance bond to be provided in the announcement made according to Article 4.The user may request the competent authority for review and return of performance bond once the matters specified by the competent authority have been completed.Failure to complete the matters to be performed in the preceding paragraph or delay in their completion, may result in delay or default penalties, or the equivalent amount being deducted from the performance bond.

主管機關得於依第四條規定所為之公告中，載明使用者應負擔之義務及繳納履約保證金之事項。
使用者完成主管機關所定之應履行事項後，得向主管機關申請審查及無息發還履約保證金。
前項完成之應履行事項不完全或遲延時，主管機關得要求使用者支付，或自履約保證金中扣抵遲延履約及違約金。
