Administrative Regulations on Amateur Radios Article 6

Those who have qualified the examination of the competent authority and have been issued with an amateur operator license may apply for the establishment of an amateur station. The amateur radio service shall not proceed with its operations until an amateur station license and a call sign have been acquired.A foreign national who wishes to participate in the examination aforementioned in the previous paragraph shall possess a valid Alien Residence Certificate or passport. A foreign national who wishes to establish an amateur station shall have a valid Alien Residence Certificate and an amateur operator license issued by the REPUBLIC OF CHINA
