Standards for the Identification of Telecommunications Enterprises Which Shall Undertake Special Obligations Article 4
Telecommunications enterprises meeting one of the following criteria shall bear the obligations stipulated in Article 19 of the Act:1. Those determined by the competent authority to bear the obligations stipulated in Article 17, Article 18 or Article 20 of the Act.2. Telecommunications enterprises with key telecommunications infrastructures as determined by the competent authority in accordance with Article 42 of the Act.

電信事業具有下列情形之一者，應負擔本法第十九條規定之義務：
一、經主管機關認定應負擔本法第十七條、第十八條或第二十條規定之義務。
二、經主管機關依本法第四十二條指定之擁有關鍵電信基礎設施之電信事業。
