Prior to its receipt of the concession license, an applicant may request for entering into negotiations with the incumbent operator for matters in relation to network interconnection, sharing of network infrastructure facilities, leased circuit and the required facilities for international telecommunications.The procedures and method for the negotiations as referred to in the preceding Paragraph shall altogether be arranged by the competent authority and the incumbent operator shall cooperate accordingly.
