Matters to be negotiated between the operators per stipulations shall be negotiated between the operators in a manner that is honest and credible. When the same matter is tobe negotiated among a number of operators, the negotiation may be sought at the same time.The parties referred to in the preceding Paragraph shall reach agreement within a three-month period from the date the negotiation begins, and shall declare the agreement with the competent authority within a one-month period following the negotiation. In the event where no negotiation has begun in a month following an operator receiving a request of negotiation, or if failing to come to an agreement within a three-month period, either party may request the competent authority in writing to mediate and rule on the matter.
