The operator shall offer fair service, and without just cause, may not refuse members of the general public from applying for the operation's service within the operating region the operator has been approved to operate.The competent authority may restrict the operator in accepting applications for subscriber number ports to the operation's service using the same uniformed identification card number; the operator shall process the application in compliance with stipulations set by competent authority.

經營者應公平提供服務，無正當理由，不得拒絕受理民眾請求在其核准經營之營業區域內提供本業務之服務。
主管機關得限制經營者受理民眾以同一身分證統一編號申請其業務服務之用戶號碼數，經營者應依主管機關之規定辦理。
