Rules for the Technical Engineering of Cable Radio and Television Systems Article 11-2
Television channels shall be encrypted with the method of encryption. The range of encryption shall include video signals and audio signals. The broadcasting of images and sounds on encrypted television channels shall be decoded before they can be viewed and heard.
