Regulations Governing the Equal Access Service Article 3
Local network business operators shall offer Equal Access Service in accordance with one of the following modes:1. Provide all subscribers with long-distance or international network telecommunications services offered by any Type I telecommunications carriers engaged in long-distance or international network services by means of pre-selection service.2. Provide all subscribers with long-distance or international network telecommunications services offered by any Type I and Type II telecommunications carriers by means of call-by-call selection service.

市內網路業務經營者應依下列選接方式提供平等接取服務：
一、以指定選接方式提供其用戶選接任一第一類電信事業長途或國際網路業務經營者所提供之長途或國際網路通信服務。
二、以撥號選接方式提供其用戶選接任一第一類電信事業及第二類電信事業所提供之長途或國際網路通信服務。
