Regulations Governing the Equal Access Service Article 18

After receiving the applications mentioned in Paragraph 3 of the preceding article, by long-distance or international network business operators, they shall handle them pursuant to Item 2 of the preceding paragraph except when they have justifiable reasons to reject the application.If long-distance or international network business operators reject the applications of subscribers for long-distance or international network telecommunications service, they shall make written notices or adopt other suitable way to inform subscribers and selection service providers with reasons within three working days after the applications have been received. It shall be presumed applications have been accepted if no notice was issued during the given period. For operators that receive the applications pursuant to Item 1, Paragraph 1 of the preceding article, they may only inform subscribers.
