Referendum Act Article 16

If the nation is under threat of external force and ,which render national sovereignty at risk of change, the President may, by a resolution of the Executive Yuan Council, submit matters concerning national security to a referendum.The provisions of Articles 9 through 13, the provision regarding the time periods stipulated in Paragraph 1 of Article 17, and the provisions of Paragraph 3 of Article 17, Article 19, and Article 23 shall not apply to the referendum referred to in the preceding paragraph.
