Regulations Governing the Establishment and Administration of Foreign Currency Exchange Counters Article 2
(Definition of terms)The term "foreign currency exchange counter" as used in these Regulations shall mean a business other than financial institutions concurrently engaged in exchanging foreign currency cash or foreign currency traveler’s checks into New Taiwan Dollars for customers, established in accordance with these Regulations.The term "customers" as used in these Regulations are as follows:1. Foreign travelers holding foreign passports and overseas compatriots visiting Taiwan for tourism; and2. Travelers from Mainland China, Hong Kong and Macao regions holding exit & entry permits.

本辦法所稱外幣收兌處，係指依本辦法設置，由金融機構以外之事業，兼營對客戶辦理外幣現鈔或外幣旅行支票兌換新臺幣之業者。
本辦法所稱客戶係指：
一、持有外國護照之外國旅客及來臺觀光之華僑。
二、持有入出境許可證之大陸地區及港澳地區旅客。
