The size and establishment standards of each ministry shall be as follows:1. Six to eight departments (Si) shall be established as implementation units.2. Four to eight sections （Ke） shall be established under each department (Si).The total number of departments (Si) mentioned in the preceding paragraph shall not exceed 112.
