Basic Code Governing Central Administrative Agencies Organizations Article 19
First-level agencies shall have one political official as a deputy head.Second-level agencies shall have one ex-officio official and up to two political officials as deputy heads.Third-level agencies shall have no more than three ex-officio officials as deputy heads.
