Statistics Act Article 3
The terms used in this Act are defined as follows:1.Agencies: all levels of government agencies (organizations), public schools and state-owned enterprises.2.BAS (Budget, Accounting and Statistics) Agencies at all levels of government: the Central BAS Agency in the central government. For local governments it refers the BAS departments in the special municipal governments, the BAS departments in the counties(cities) governments, the BAS offices or the BAS personnel in the townships(cities) offices or in the mountain indigenous districts of special municipalities.3.Administrative statistics: the statistics obtained from processes and results of the official duties that are carried out by agencies.4.Statistical survey: the survey on individuals, households, business entities, agencies or groups held by the agencies for statistical purpose and operational requirements, including the Basic National Census and Survey, Designated Statistical Survey and General Statistical Survey.5.The Basic National Census and Survey: the census and survey of the national population, land, resources, economy, society, and other categories that may represent the basic conditions of entire nation.6.Designated Statistical Survey: the survey published by the Central BAS Agency as required for preparing critical statistics or significant policies of the government. The requirement of critical statistics or significant policies of the government means the fundamental data serving as necessary reference for formulating such policies, statistics recommended by international organizations or critical for international comparison, or other statistical surveys identified by the Central BAS Agency.7.General Statistical Survey: the statistical survey conducted by any agency except the Basic National Census and Survey and Designated Statistical Survey.8.The Respondent: the person identified in personal data; the household member responding on behalf of the entire household identified in household data; the responsible person, representative, or administrator identified in business entity, agency, or group data.

本法用詞，定義如下：
一、各機關：指各級政府機關（構）、公立學校、公營事業機構。
二、各級政府主計機關：在中央為中央主計機關；在地方為直轄市政府主計處、縣（市）政府主計處、鄉（鎮、市）或直轄市山地原住民區公所主計室或主計員。
三、公務統計：指各機關依據執行職務經過與結果而辦理之統計。
四、統計調查：指各機關基於統計目的及業務需要，向個人、住戶、事業單位、機關或團體舉辦之調查，包括基本國勢調查、指定統計調查及一般統計調查。
五、基本國勢調查：指對國家人口、土地、資源、經濟、社會等足資表徵國家整體基本情勢之調查。
六、指定統計調查：指編製政府重要統計或重大政策所需，經中央主計機關公布之調查。
所謂政府重要統計或重大政策所需，係指政策制定必須參用之基礎資料、依國際組織建議或進行國際比較時重要之統計或其他經中央主計機關認定之統計調查等。
七、一般統計調查：指基本國勢調查及指定統計調查以外，各機關辦理之其他統計調查。
八、當事人：就個人資料為資料本人；就住戶資料為代表住戶填答資料之戶內成員；就事業單位、機關或團體資料為其負責人、代表人或管理人。
