Statutes for Establishment and Management of Budget, Accounting and Statistics Agencies and BAS Personnel Article 13
The Administrative Deputy Minister of the Central BAS Authority shall be appointed and retained by the Minister from and among the incumbent Comptrollers or persons with prominent academic acquirements in BAS fields, abundant administrative experience, and qualification for the rank of the proposed position.
