Regulations on Professional Medal Bestowment, Hakka Affairs Council Article 3-1
Those who fit one of the following circumstances within the last ten years shall not be awarded the medal; for those who have already been awarded, the HAC shall revoke and recover their medals and certificates:1.Subject to disciplinary sanctions in accordance with the rules of the Civil Service Punishment Act.2.Being guilty of unbecoming conduct or violating related legal prohibitions causing serious harm to his/her reputation with solid evidence of such transgressions.3.Having been convicted and sentenced to imprisonment for a definite term without a probation announcement, or not yet paid penalties.4.Having committed violations of laws and regulations related to gender equality or labor rights, or other major acts that damage the national image or the rights and interests of ROC citizens, as indicted by a prosecutor or verified by the competent authority.

最近十年內有下列情形之一者，不得頒給本獎章；已頒給者，本會得註銷並追繳其獎章及證書：
一、依公務員懲戒法規定，受懲戒處分。
二、品行不端或違反有關法令禁止事項，嚴重傷害其職業倫理規範或專業領域聲譽，有確實證據。
三、受有期徒刑以上刑之判決確定，而未受緩刑之宣告或未執行易科罰金。
四、違反性別平等、勞工權益相關法令或其他損及我國國家形象或國人權益之重大情事，經檢察官提起公訴或主管機關查證屬實。
