These regulations shall apply to a person who holds a ROC Veterans ID Card (hereinafter referred to as "Veteran ID"), a certificate of Anti-Communist Martyr or a Household Representative Card for Dependents of Deceased Veterans issued by the Veterans Affairs Council (hereinafter referred to as "VAC").
