Financial institutions as used in these Regulations shall mean Banksand Securities Firms.The term "Banks" as referred to in the preceding paragraph shall notinclude investment and trust companies; the term "Securities Firms" asreferred to in the preceding paragraph are limited to those whichconcurrently conduct securities underwriting, trading and brokerage.Securities Firms may only apply to engage in short term billsbrokerage and trading.

本辦法適用之金融機構為銀行及證券商。
前項所稱銀行不包括信託投資公司；所稱證券商限於同時經營有價證券承銷、自行買賣及行紀或居間等三種業務者。
證券商以申請兼營短期票券之經紀或自營業務為限。
