Regulations Governing The Recognition Of An Impartial Third Party And Its Public Auction Procedure Article 3
An institution which complies with the following conditions can apply to the governing body to be recognized as an impartial third party: 1.A limited liability company with a paid-in capital exceeding NT$1 billion; 2.Legal persons as shareholders own more than 50% of the issued capital; 3.More than one-fifth of the employees should have the following qualifications: (1)More than ten real estate appraisers or those who have actually engaged in appraisal work for more than five years; (2)More than one lawyer; (3)More than one accountant; (4)More than one architect; (5)More than two land registration agents; (6)More than five real estate brokers.

符合下列條件之機構得向主管機關申請認可為公正第三人：
一、實收資本額新臺幣十億元以上之股份有限公司。
二、法人股東持股占已發行股份總數百分之五十以上。
三、員工五分之一以上應具有下列資格者：
（一）不動產估價師或實際從事估價工作五年以上專責估價人員十人以上。
（二）律師一人以上。
（三）會計師一人以上。
（四）建築師一人以上。
（五）土地登記代理人二人以上。
（六）不動產經紀人五人以上。
