Regulations Governing Securities Firms Article 17
A securities firm, unless concurrently operated by a financial institution, shall not borrow funds from a non-financial/non-insurance institution. However, this rule shall not apply to the following:1. Issuance of commercial paper.2. Issuance of corporate bonds.3. Meeting urgent capital needs of the company.When borrowing funds to meet urgent capital needs as referred to in subparagraph 3 of the preceding paragraph, a securities firm shall report to the FSC within 2 days from the date of occurrence of the event.

證券商除由金融機構兼營者外，不得向非金融保險機構借款，但下列情事不在此限：
一、發行商業本票。
二、發行公司債。
三、為因應公司緊急資金週轉。
證券商為前項第三款緊急資金週轉，應於事實發生之日起二日內向本會申報。
