The Hualien-Taitung Area Development Act Article 5
In accordance with the strategic plan for the sustainable development of the Hualien-Taitung area, the county competent authorities shall separately or jointly formulate four-year implementation schemes for the integrated development plans including:1.Objectives of the scheme and scope of implementation.2.Tourism and cultural development.3.Improvement of indigenous peoples’ living conditions and environment.4.Protection of the ecological environment.5.Development of infrastructure.6.Development of industry.7.Development of transportation and communications.8.Development of medical facilities and services.9.Development of social welfare.10.Disaster prevention and remediation.11.Social order maintenance.12.River management.13.Education facilities.14.Yearly implementation plans and division of work.15.Yearly financial plans and sources of funds.16.Other relevant development matters.The integrated development implementation plans referred to in the preceding paragraph shall be approved by the central competent authority before being implemented.The integrated development implementation plans referred to in the first paragraph shall be revised as necessary to match the strategic plan for the sustainable development of the Hualien-Taitung area, and shall be subject to rolling review at appropriate times; the procedure for which shall be conducted in accordance with the preceding paragraph.

縣主管機關應分別或共同依花東地區永續發展策略計畫，擬訂四年一期之綜合發展實施方案，其內容如下：
一、方案目標及實施範圍。
二、觀光及文化建設。
三、原住民族群生活條件及環境之改善。
四、生態環境保護。
五、基礎建設。
六、產業發展。
七、交通建設。
八、醫療建設。
九、社會福利建設。
十、災害防治。
十一、治安維護。
十二、河川整治。
十三、教育設施。
十四、分年實施計畫及執行分工。
十五、分年財務計畫及經費來源。
十六、其他相關發展事項。
前項綜合發展實施方案，經中央主管機關核定後實施。
第一項綜合發展實施方案，應配合花東地區永續發展策略計畫進行必要之修正，並適時作滾動式檢討；其程序，依前項規定辦理。
