The Hualien-Taitung Area Development Act Article 10
For students with household registration in the Hualien-Taitung area, the Ministry of Education shall allocate a budget to subsidize schoolbook costs for students who are receiving national compulsory education.Regulations governing the scope, conditions, form and other matters concerning subsidies referred to in the preceding paragraph shall be prescribed by the Ministry of Education.
