Fundamental Science and Technology Act Article 11
The National Science and Technology Plan shall include the following matters:(1) current status and review of national scientific and technological development;(2) overall goals, strategies, and resource planning for national scientific and technological development;(3) development goals, strategies, and resource planning for various government agencies and various scientific and technological fields; and(4) other important matters pertaining to scientific and technological development.
