Government Scientific and Technological Research and Development Results Ownership and Utilization Regulation Article 4
The funding agency shall enjoy non-exclusive right of implementation without compensation of the R&D implementing unit’s R&D results within and outside the territory of the ROC. If, however, the funding agency's amount of funding, payment, or investment is less than 50% of the total project funding, the two parties shall negotiate implementation.The funding agency shall not transfer the right mentioned in the preceding paragraph to a third party.

資助機關就歸屬於執行研究發展之單位所有之研發成果，在中華民國境內及境外享有無償及非專屬之實施權利。
但其補助、委託或出資金額占計畫總經費百分之五十以下者，由雙方約定之。
前項權利，資助機關不得讓與第三人。
