Regulations on the Conferment of the National Cultural Award by the Executive Yuan, R.O.C. Article 3
Nomination for the NCA is held annually. The Ministry of Culture selects one up to five potential NCA recipients. The list of recipients shall be approved by the Premier.The following may nominate candidates by writing the candidate’s name and achievements:1. NCA jury members;2. Heads of cultural/academic organizations;3. Heads of arts and cultural departments or institutes at universities; and4. The responsible person of legally registered foundations or associations for the promotion of arts and culture.

本獎章之請頒採遴選方式，每年舉辦一次，受獎名額以一人至五人為原則，由文化部辦理受獎人之遴選、評議後，報請本院院長核定之。
本獎章受獎人之遴選提名，由下列人員以書面載明姓名、事蹟為之：
一、評議委員。
二、文化、學術機關（構）首長。
三、大學文化藝術相關院、系、所主管。
四、依法設立或登記之文化藝術法人或團體負責人。
