Cultural Fundamental Act Article 23
The nation shall actively seek the participation of domestic and foreign personnel in cultural work in order to implement policies that realize multiculturalism.The central government shall draft laws concerning professional personnel, and, to a reasonable degree, increase the hiring of culture and arts workers to promote cultural management and the passing on of culture and artistic experience.Measures shall be adopted that promote personnel exchanges among public servants, teachers at colleges and universities, research organizations, enterprises, and culture and arts professionals so as to ensure full utilization of professional cultural personnel.

國家為落實多元文化政策，應積極延攬國內、外多元文化人才參與文化工作。
為推動文化治理、傳承文化與藝術經驗，中央政府應制定人事專業法律，適度放寬文化及藝術人員之進用。
為充分運用文化專業人力，對於公務人員、大專校院教師、研究機構、企業之文化及藝術專業人員，得採取必要措施，以加強人才交流。
