Basic Environment Act Article 17
In order to maintain the natural, social and human environment, the governments at all levels may demarcate areas according to natural conditions, actual needs and taking into account the rights and interests of indigenous peoples, and take necessary measures or restrict human activities and use.The governments at all levels must compensate and give back according to the degree of restrictions on land use and human activities.

各級政府為維護自然、社會、人文環境，得視自然條件、實際需要及兼顧原住民權益劃定區域，採取必要之措施或限制人為活動及使用。
