Public Nuisance Dispute Mediation Act Enforcement Rules Article 24
When the counterpart refuses the mediation in writing or orally on the mediation date, a mediation will not have been achieved.When one of the parties is absent from two consecutive mediation dates without valid reason, mediation will be deemed not to have been achieved. However, if the mediation committee deems there is hope of achieveing a mediation, the committee may separately determine another mediation date.

相對人以書面或於調處期日以言詞明示拒絕調處者，調處不成立。
當事人一造無正當理由，連續二次調處期日不到場者，視為調處不成立。
但調處委員會認為有成立調處之望者，得另定調處期日。
