Public Nuisance Dispute Mediation Act Article 44
The Executive Yuan shall set up the Emergency Public Nuisance Dispute Management Team to handle emergency public nuisance disputes and to safeguard public interests and civic safety. The Team shall designate a convener, who shall be the Vice Premier of the Executive Yuan.Each special municipality, county and city government shall set up an Emergency Public Nuisance Dispute Management Team to actively handle sudden and urgent public nuisance disputes. Each Team shall designate a convener, who shall be the special municipality mayor or an appropriate person designated by the special municipality mayor, the county commissioner or the city mayor, respectively.

行政院為處理重大緊急公害糾紛，維護公共利益或社會安全，設緊急公害糾紛處理小組；置召集人一人，由行政院副院長兼任之。
直轄市、縣（市）政府為主動處理突發及緊急之公害糾紛事件，應設公害糾紛緊急紓處小組，置召集人一人，於直轄市政府，由直轄市長或其指定之適當人員兼任之；於縣（市）政府，由縣（市）長兼任之。
