Regulations of New and Existing Chemical Substances Registration Article 4
The Regulations shall not apply to any of the following substances or items:I.Substances which occur in natureII.Chemical substances in machines or equipment for test run purposesIII.Inseparable intermediates from chemical reactions in the reaction vessel or production processIV.Chemical substances for national security or national defense purposesV.Chemical substances under customs supervisionVI.Chemical waste produced or released from industrial processesVII.Incidental reaction products or impurities that are of no commercial applicationVIII.Mixtures, but individual constituents of mixtures shall not be applied to this ArticleIX.ArticlesX.Polymer to which the 2% Rule is Applicable and is listed on the inventory of existing chemical substancesThe Regulations shall not apply to the substances or items regulated under the following Acts promulgated by the government authorities:I.Agro-pesticides, as defined by the Agro-pesticides Management ActII.Feeds and feed additives, as defined by the Feed Control ActIII.Fertilizers, as defined by the Fertilizer Management ActIV.Veterinary drugs, as defined by the Veterinary Drugs Control ActV.Medicaments, as defined by the Pharmaceutical Affairs ActVI.Controlled drugs, as defined by the Controlled Drugs ActVII.Cosmetics, as defined by the Cosmetic Hygiene and Safety ActVIII.Foods, food additives, food utensils, food containers or packaging, and food cleansers, as defined by the Act Governing Food Safety and SanitationIX.Tobacco products, as defined by the Tobacco Hazards Prevention ActX.Tobacco and alcohol, as defined by the Tobacco and Alcohol Administration ActXI.Radioactive materials, as defined by the Atomic Energy Act and the Ionizing Radiation Protection ActXII.Industrial use explosive materials, as defined by the Industrial Explosives Administrative ActXIII.Controlled chemicals as prescribed in the Occupational Safety and Health ActXIV.Chemical substances regulated by the Montreal Protocol under the Air Pollution Control ActXV.Environmental agents, as defined by the Environmental Agents Control ActXVI.Toxic and concerned chemical substances, as defined by this ActFor a chemical substance manufactured or imported as a raw material in the preceding paragraph, the chemical substance shall be subject to the provisions of the Regulations.

三、在反應槽或製程中正進行化學反應不可分離之中間產物。

五、海關監管化學物質。
六、在製程中排放或產生之廢棄化學物質。
七、無商業用途之副產物或雜質。
八、混合物。
但不包含混合物中組成之個別化學物質成分。
九、成品。
十、已列於既有化學物質清冊適用百分之二規則之聚合物。
下列物質或物品，依各該法律規定，不適用本辦法：
一、農藥管理法所稱農藥。
二、飼料管理法所稱飼料及飼料添加物。
三、肥料管理法所稱肥料。
四、動物用藥品管理法所稱動物用藥品。
五、藥事法所稱藥物。
六、管制藥品管理條例所稱管制藥品。
七、化粧品衛生安全管理法所稱化粧品。
八、食品安全衛生管理法所稱食品、食品添加物、食品器具、食品容器或包裝及食品用洗潔劑。
九、菸害防制法所稱菸品。
十、菸酒管理法所稱菸及酒。
十一、原子能法及游離輻射防護法所稱放射性物質。
十二、事業用爆炸物管理條例所稱事業用爆炸物。
十三、職業安全衛生法所稱管制性化學品。
十四、空氣污染防制法所稱蒙特婁議定書列管化學物質。
十五、環境用藥管理法所稱環境用藥。
十六、本法所稱毒性及關注化學物質。
製造或輸入之化學物質為前項之原（物）料者，該化學物質適用本辦法之規定。
