Toxic and Concerned Chemical Substances Control Act Article 28
A handler of chemical substances of very concern may not sell or transfer chemical substances of concern to those who have not obtained approval as prescribed in Article 25. However, the case shall not be subject to this restriction if it has been reported to and received the approval of the special municipality, county, or city competent authority in advance.The sell or transfer in Paragraph 1 may not be undertaken by mail order, online shopping or other transaction platform wherein the identities of the given parties may not be identified.

關注化學物質之相關運作人不得將該關注化學物質販賣或轉讓予未依第二十五條規定取得核可者。
但事先報經直轄市、縣（市）主管機關核准者，不在此限。
前項之販賣或轉讓，不得以郵購、電子購物或其他無法辨識交易當事人身分之交易平台方式為之。
