Waste Disposal Act Enforcement Rules Article 13
As regards the demand for industrial materials designated in the proviso to Article 38, Paragraph 1, an enterprise or industry association with a demand for industrial materials may submit the following documents to both the central competent authority and the central industry competent authority, which shall issue an official announcement after consultation.1.Explanation of production source, main components and hazardous components2.Current state of domestic use, including relevant enterprises, material sources, uses and usage volumes3.Import volume statistics for the previous three years4.Assessment of volume of demand for the next three years5.Assessment of alternative materials and their sources6.Pollution control facilities7.Other documents or information designated by the central competent authority or central industry competent authority

本法第三十八條第一項但書所定之產業用料需求，得由用料需求之事業或公會，檢具下列文件，分送中央主管機關及中央目的事業主管機關會商後公告之：
一、產生源、主要成分及有害成分說明。
二、國內使用現況，包括相關事業、料源、用途及使用量。
三、過去三年進口量之統計。
四、未來三年需求量之評估。
五、替代用料及其料源之評估。
六、污染防治設施。
七、其他經中央主管機關或中央目的事業主管機關指定之文件或資料。
