Water Pollution Control Act Article 27
When there is concern of the serious endangerment of human health, agricultural or aqua cultural production, or drinking water sources due to the discharge of wastewater or sewage by an enterprise or sewage system, the statutory responsible person shall adopt emergency response measures promptly and notify the local competent authority within three hours.The central competent authority shall determine the circumstances of the serious endangerment of human health, agricultural or aquacultural production, or drinking water sources referred to in the foregoing paragraph.The central competent authority shall determine the content and implementation methods for the emergency response measures in Paragraph 1.Under the circumstances in Paragraph 1, in addition to ordering the adoption of necessary control measures, the competent authority shall, for those serious circumstances, also order the suspension of business or the partial or complete suspension of work.

事業或污水下水道系統排放廢（污）水，有嚴重危害人體健康、農漁業生產或飲用水水源之虞時，負責人應立即採取緊急應變措施，並於三小時內通知當地主管機關。
前項所稱嚴重危害人體健康、農漁業生產或飲用水之虞之情形，由中央主管機關定之。
第一項之緊急應變措施，其措施內容與執行方法，由中央主管機關定之。
第一項情形，主管機關應命其採取必要防治措施，情節嚴重者，並令其停業或部分或全部停工。
前項所稱嚴重危害人體健康、農漁業生產或飲用水之虞之情形，由中央主管機關定之。
第一項之緊急應變措施，其措施內容與執行方法，由中央主管機關定之。
第一項情形，主管機關應命其採取必要防治措施，情節嚴重者，並令其停業或部分或全部停工。
