Water Pollution Control Act Article 23
An analysis laboratory that has been issued a permit by the central competent authority shall be commissioned to perform the analysis of water pollutants, water quality and water volume, with the exception of those circumstances approved by the central competent authority.The central competent authority shall determine management regulations for the conditions; facilities; qualifications of analysis personnel; application, review, issuance, renewal, revocation, cancellation, suspension of business, resumption of business, checking and evaluation for permits; and other binding matters, and fee collection standards for analysis laboratories.

水污染物及水質水量之檢驗測定，除經中央主管機關核准外，應委託中央主管機關核發許可證之檢驗測定機構辦理。
檢驗測定機構之條件、設施、檢驗測定人員之資格限制、許可證之申請、審查、核發、換發、撤銷、廢止、停業、復業、查核、評鑑等程序及其他應遵行事項之管理辦法及收費標準，由中央主管機關定之。
