Child and Juvenile Welfare and Rights Protection Act Article 22

The competent authority shall, in conjunction with the household registration and immigration competent authorities, assist children and juveniles who have not registered their household, are stateless, or have not obtained residency or permanent residency permits to handle relevant household registration, naturalization, residency, or permanent residency matters in accordance with the law.Before the completion of household registration or before obtaining residency or permanent residency permits for the children and juveniles mentioned in the preceding paragraph, their social welfare services, medical care, and right to education shall be guaranteed in accordance with the law.
