People with Disabilities Rights Protection Act Article 61
The municipal and county (city) governments shall set up an entry to provide sign language interpretation services to people with hearing or vocal and speech disabilities, for their actual needs, while they participate in public affairs; the real-time captioning service may also be provided based on the actual needs of people with disabilities.Regulations on the scope and operating procedure of the preceding sign language interpretation or real-time captioning services are prescribed by the municipal and county (city) competent authorities.Certified technicians of sign language interpretation will serve the post of sign language interpreter according to Paragraph 1 five years from the date this Act is legislated and promulgated.

直轄市、縣（市）政府應設置申請手語翻譯服務窗口，依聽覺功能或言語功能障礙者實際需求，提供其參與公共事務所需之服務；並得依身心障礙者之實際需求，提供同步聽打服務。
前項受理手語翻譯或同步聽打之服務範圍及作業程序等相關規定，由直轄市、縣（市）主管機關定之。
依第一項規定提供手語翻譯服務，應於本法公布施行滿五年之日起，由手語翻譯技術士技能檢定合格者擔任之。
