Senior Citizens Welfare Act Article 37
Elderly welfare institutions shall not engage in profit-making activities or use their services for improper promotion.Competent authorities shall provide guidance, supervision, inspection, evaluation, and incentives to elderly welfare institutions.Institutions shall not evade, impede, or refuse the inspection mentioned in the previous paragraph, and shall provide necessary documents, information, or assistance.Personnel of the competent authority performing consultation, supervision, inspection, and evaluation referred to in Paragraph 2 shall present proof of authority or an official identification badge.Evaluation indicators shall be stipulated based on the scale and nature of the elderly welfare institutions. The subjects, items, and measures of evaluation, the recipients and forms of rewards, and other related matters shall be prescribed by the competent authorities.

老人福利機構不得兼營營利行為或利用其事業為任何不當之宣傳。
主管機關對老人福利機構，應予輔導、監督、檢查、評鑑及獎勵。
老人福利機構對前項檢查，不得規避、妨礙或拒絕，並應提供必要之文件、資料或其他協助。
主管機關人員執行第二項之輔導、監督、檢查及評鑑時，應出示有關執行職務之證明文件或顯示足資辨別之標誌。
第二項評鑑之指標，應依老人福利機構規模及性質訂定；其評鑑之對象、項目與方式、獎勵之對象與方式及其他相關事項之辦法，由主管機關定之。
