Act Governing Food Safety and Sanitation Article 19
Before the standards stipulated by Paragraph 2 of Article 15 and the preceding two Articles have been promulgated, the central competent authority may prescribe a provisional standard for responding to an unexpected emergency and where sufficient experimental data cannot be obtained.
