Regulations Governing Needle-Syringe Services Article 2
The terms used in these Regulations are defined as follows:1. “Peer education workers” refer to individuals who have used drugs, and who have passed the training of competent authorities to assist in the implementation of service measures by drawing on their empathy with drug users and understanding of relevant drug use behavior.2. “Outreach service workers” refer to individuals who have passed the training of competent authorities to execute service measures on a mobile basis in communities.

本辦法用詞，定義如下：
一、同儕教育人員：指曾有使用毒品經驗，經主管機關訓練合格，藉由其對毒品施用者之同理心及相關施用行為之瞭解，協助執行服務措施之人員。
二、外展服務人員：指經主管機關訓練合格，在社區巡迴執行服務措施之人員。
