Appeals of the preceding article shall be signed and made in writing. However, under special circumstances, they may be made orally; appeals may also be submitted by commissioned organizations (institutions), groups or the third party. When appeals are made orally, the accepting organizations (institutions) or personnel shall make records; the records shall be signed or affixed seal by applicants after being confirmed by them.

前條之申訴，應具名以書面方式為之，但有特殊情況者，得以言詞為之；並得委託機關（構）、團體或第三人提出。
